Authority of the School of Law and Governance

The School of Law and Governance at Biliran Province State University (BiPSU) was established under the authority of the Commission on Higher Education (CHED) and the Board of Trustees of BiPSU to offer the Juris Doctor (J.D.) degree program.

The program is administered by the Office of the Legal Counsel and is committed to producing competent, ethical, and socially responsible legal professionals who will serve the public and uphold the rule of law.

History of the School of Law and Governance

The School of Law and Governance traces its origins to the steadfast commitment of Biliran Province State University to develop a center for legal education in Biliran Province.

Recognizing the need for accessible legal education in the Eastern Visayas region, the university established the School of Law and Governance to serve aspiring legal professionals in the province and neighboring areas.

Over the years, SoLGov has grown into a distinguished institution recognized for its rigorous academic standards and its commitment to producing graduates who are equipped to address the legal needs of their communities.

Curriculum Overview

The Juris Doctor program at SoLGov follows a comprehensive four-year curriculum designed to provide students with a thorough grounding in substantive and procedural law, legal theory, and practical lawyering skills.

  • First Year – Foundation subjects in civil law, constitutional law, and legal research
  • Second Year – Intermediate subjects including criminal law, evidence, and remedial law
  • Third Year – Advanced subjects in commercial law, taxation, and labor law
  • Fourth Year – Comprehensive review, legal aid clinic, and bar preparation

The curriculum is regularly updated to align with CHED guidelines and bar examination requirements set by the Supreme Court of the Philippines.
